The brains behind Scooter Squad. Dr. Kilt, who is neither a doctor nor should he be wearing a kilt, is the most intelligent out of the group. He comes up with new gadgets and useless crap like that. He is armed with a powerful slingshot and only attacks from a safe distance.
The Sling Shot
The most powerful weapon for Scooter Squad besides their stupidity. Dr. Kilt's slingshot is high powered plastic, and can hurl waterballoons almost two feet.
High density rubber allows him to work with such great mobility.

Though we can't tell you his identity we can tell you enough about Dr. Kilt's alter-ego.
He attends High School and is an honor student. He enjoys wearing his kilt even when he's off the job. And he's single.
